Elena de Riel was the chief of security employed by Outworlds Alliance President Catherine Avellar during the mid-twenty-sixth century; it was de Riel who recruited the future Senior Defense Chairman of the Outworlds Alliance Militia, Welkens Nordd, to the security detail of Grigori Avellar, Catherine's son.[1]
