The Inner Sphere Heavy Lance was created as a part of the Clan Invasion Kickstarter 2019, as a stretch goal available at $400,000 USD. Those Inner Sphere Heavy Lance packs selected as backer rewards were each accompanied by a single free Salvage Box as a part of the same reward.
