Johan Rahmer was a lyran military officer and later, though briefly, the planetary governor of Arcturus.

History

Johan Rahmer studied at the Nagelring Academy, two years before Sarah Regis. Even then, he was described as an egotistical bastard, so much than he was the only man than Sarah's husband considered beating the stuffing out of. About 3143, he travelled to the planet Arcturus, which two years before had been abandoned by Clan Wolf and retaken by the Commonwealth. There, he self-proclaimed the Governor of the planet and behaved like a tyrant: he seized control, disbanded both houses of legislature, and ruled by fiat, ordering arrests of people which talked bad about him and executing others. He even attempted to use the local garrison, the Fifteenth Arcturan Guards as stormtroopers, though the regiment's commanding officer, General Chesterton, refused to comply. Eventually, Clan Jade Falcon forces returned to arcturus, and Rahmer fled, leaving the planet to fend himself. General Quaid McKlaven, retired lyran general, ordered one of his soldiers to kill him before he fled, but the sniper missed the shot. The general later issued a shoot-on-sight order for Rahmer.

Rahmer's actions soured Arcturus' goodwill about the Commonwealth, already weakened by the Wolf and Falcons' occupations. His whereabouts after his escape are unknown, but his acts forced Sarah Regis to avoid returning Arcturus to the Commonwealth, and instead refounded the Tamar Pact, with Arcturus as his capital.
