Tai-sa William Halka was the commander of the Twelfth New Samarkand Regulars, with the Draconis Combine, as of 3145.[1]

Halka, with the Twelfth New Samarkand Regulars, was based on New Samarkand as of 3145.[1] At this time Halka was frustrated with one of the officers in his Aerospace Wing, Dai-i Michael Yamaguchi, who had exhausted his pilots with ceaseless patrols. Halka and Yamaguchi nearly came to blows over this disagreement, as Halka feared if New Samarkand was attacked by Clan Snow Raven, his aerospace force would quickly fold.[2]
