Reggie Philburn was the founder and leader of The Highwaymen.[1]
History[edit]
He styled himself as a "modern" Robin Hood, attaining folk hero rank among the residents of The Reaches. As per 3051 he is wanted by local authorities for his crimes.[1]
He was known to operate in Beal City, where his gang intelligence-gathering operative Karina Brayman worked as a barman. Because of this Solaran authorities have tried repeatedly to capture him, hence increasing his appearance in the town.[2]
