Overview[edit]

Civilian Communicator refers to a wide range of personal communication devices available for civilian use. Relatively inexpensive and small enough to fit in a pocket civilian communicators, unlike their military counterparts, can only transmit in the radio spectrum. Most can also only send and receive voice transmissions, although some incorporate a camera and vid-screen for five times the cost. For the most part, these devices tap into the local communications network, either directly or through wireless connections, but on their own can send and receive transmissions out to ten kilometers.[1]
