Heather Avellar was a twenty-eighth century ruler of the Outworlds Alliance.
History[edit]
The sister of Davis Avellar, Heather was appointed regent for the three years between his resignation due to heart disease and the majority of her niece Beatrice Avellar. With no political aspirations, Heather stepped down when Beatrice was eighteen.
