ComStar/ROM's role in the technical decline

If I recall it correctly, not only the devastations during the first (and partially the second) succession war had a massive negative impact on the technological level of the inner sphere, but also ComStar/ROM facilitated that decline. In the third book of the Gray Death saga it's stated that the (later pronounced renegade) ComStar praecentor did not only try to pursuit and destroy the Helm memory core, but has done so previously with other StarLeague area remnants. And I think in one of the latest Jihad source books it's stated that during the first succession war ROM hunted down and killed hundreds of scientists and technicians (not sure which one though).

So I think this should be put in the article, too. Any ideas/comments?
