The work discussed the poor view of mercenaries held by Primus of ComStar Julian Tiepolo. His rivalry with Wolf's Dragoons and the inability to neutralize the discovery of the Helm Memory Core by the Grey Death Legion led him to propose the disbanding of any mercenary unit larger than a regiment in size. Tiepolo was removed from office before able to institute any such directives.[1]
