Rui Kong was a political analyst based on Shensi as of 3079.[1]

A traditional Capellan nationalist, Kong opposed former Capellan worlds which had been part of the Word of Blake Protectorate, joining the proposed Republic of the Sphere. This included providing comments critical of Melissa Allard-Liao and her Renascent Hegemony movement to St. Ives Press, following a 2 February 3079 rally on Shensi in support of forming the new state.[1]
