Star packs were also produced by Iron Wind Metals, both for BattleTech and BattleForce.  So this is not exclusively for Alpha Strike.  Crafted a definition that seems to capture the meaning more precisely, namely "A star pack is a miniature set (possibly containing supplemental materials such as Alpha Strike cards) that could serve to represent a star in-universe."  Used similar language for lance packs.  Similar language can be adapted for Level II packs.
