Colonel Chia Samrin was the commander of the Star League Defense Force's Fortieth Dragoon Regiment as of 2764.[1]

Samrin's Fortieth Dragoon were used as XXXVI Corps's mobile hammer, responding to threats as they arose. It was ill-equipped to handle the hit-and-fade raiding common on the Draconis Combine–Lyran Commonwealth border where it was assigned, leading to Colonel Samrin being criticized by his superiors and peers for causing excessive collateral damage to civilians.
This came to a head following Samrin's assault on the Hand Vrijheid terrorist stronghold of Nieuwegeinon on Utrecht, which flattened the downtown area with massive civilian casualties without having a material impact on the terrorists' operations. Colonel Samrin was subsequently ordered by his Corps's CO, Major General Rebecca Rhodes, to stand down and cease responding to emerging threats in preference to other SLDF units, over his objections.[1]
