Major General Harris Julian was the commander of the Star League Defense Force's 211th Jump Infantry Division as of 2764.[1]

While in transit to the Lyran Commonwealth world of Mezzana, a number of the JumpShips being used by the 211th Jump Infantry Division suffered helium seal leaks, leaving the Division spread across a number of worlds such as Venaria and Chiavenna as of 2764.
Due to a lack of available funds, Major General Julian attempted to commandeer local Lyran transport to assist, but struggled to actually impress sufficient Ships. Reports had been received by Star League Intelligence Command that Julian was also seeking to sell non-vital equipment on the black market to pay for transport, but these rumors had not been confirmed.[1]
