I feel this article should be deleted for two reasons: First, it is directly taken from another source; second, it is way too broad on the subject which it still fails to define. A redirect to a category named "Minor Powers" would do, and that category should then have an article-style introduction like what I did for [[:Category:Mercenaries]].
