Wheeler's Limit

Wheeler's Limit is a city located on Tharkad's northern continent of Franz, just north of the planet's equator and lies in the eastern region, on the border with the continent's polar region in the north[1]. Wheeler's Limit population, including the surrounding area, is less than one million.[2]
