Deng Xiao was, as of 3054, the Capellan Confederation's Mercenary Review and Bonding Commission commissioner.[1]

From his beginnings as a sales clerk for a small electronics company, Xiao rapidly ascended the career ladder. His natural negotiation talent brought the firm, eventually under his leadership, to become one of the Confederation's largest munition manufacturers. After spreading some of the resulting wealth to several poorer planets, Xiao retired from business, and was appointed the Capellan MRBC commissioner.[1]

Xiao was a calm, unexpressive man. By 3054, somewhere in his 40s, his body was stocky and his black hair was balding.[1]
