Baxley is a long time member of the so-called "Skid Row" worlds. Located on the edge of a vast expanse of uninhabited worlds called the Point Barrow-Dothan Desert, Baxley is barely able to support its own population's agricultural needs. The world also lacks the metal and mineral resources that might attract investment. During the Succession Wars Baxley contributed more potential recruits to ComStar than any other world in the Federated Suns.
