The vehicle is a sleek, wheeled, internal combustion engine powered ground car with the maximum speed of 60 km/h. It is considered to be an inferior design due to its slow speed and sluggish handling.[1][2]

The elected Chancellor Sandol Quinn set the requirement for a new patrol vehicle for the exclusive use of the Palace Guard in 2797. These requirements were believed to have been influenced by wealthy friends of the Chancellor.[1][2]
