Merge

I would suggest that you merge it into ComStar instead of the dictionary. It has more relevance for ComStar.

On second thought, perhaps a new section on ComStar ranks should be added to the ComStar article? The rank of Precentor has relevance for both the civilian and ComGuard branch.

I am creating a new subheading in the ComStar article entitles "hierarchy". If you could merge it (I am somewhat unsure how to), that would be great.
