Garland Hallestrøm was the commander of the Star League Defense Force's LXV Corps from 2764.[1]

A graduate of the War Academy of Mars, Major General Hallestrøm took command of LXV Corps after General Nguyen Huong was promoted in late 2763 to lead Seventh Army.[2] A man chipped out of stone who treated his role with the utmost seriousness, Hallestrøm had become unpopular with his troops even after six months as head of LXV Corps.[1]
To counter act this unpopularity, Hallestrøm appointed a command staff who was more favorable to him, with key members being his Ic (staff intelligence officer) Lieutenant General Jelka Ðurić and his IIa (logistics officer) Lieutenant General Yancey Huddleston.[1]
Applying a no-nonsense approach to pacifying the unrest in the part of the Taurian Concordat assigned to his Corps, Hallestrøm believed anything less than preparing for a new Reunification War was to invite disaster. While his harsh methods potentially contributed to Taurian hatred of the Star League, his superiors considered a more lax approach would have only have resulted in more deaths.[1]
