Inter-System Advocacy was a nongovernmental charity organization working all across the Inner Sphere.[1]

Inter-System Advocacy workers were human rights advocates who provided humanitarian aid to worlds torn by war and environmental disasters. Sometime in the first half of the thirty-first century, a crew of twelve volunteers, nurses, and doctors they sent into drought and famine-stricken Kurita worlds near the Periphery went missing. Their DropShip disappeared and was long overdue reporting in. To determine what happened, ISA contracted a mercenary company to assist with the search.[1]
The ISA received reports of pirate activity near bandit strongholds in the area where the DropShip vanished. The mercenaries destroyed comms relays on Predlitz and a command center on Polcenigo as the ISA analyzed their communications and searched the rubble, respectively, for clues on the volunteers' whereabouts. While these bandits were not involved, intercepted messages relayed through their bases revealed that local citizens on Luzerne captured the workers because they stumbled upon a cache of chemical weapons once used during the early Succession Wars.[1]
Faced with hardships and oppression from their rulers, these citizens had threatened to use them unless all punitive measures were lifted on the planet's populace. While the ISA sympathized with their suffering, they could not allow the chemical weapons to be used. The mercenaries destroyed the ancient ruins where they were being stored to remove the locals' only bargaining chip in the negotiations to release the aid workers. Afterward, the ISA successfully secured the chemical weapons and began working with the proper authorities to safely dispose of them.[1]
