History
The 4th Garrison Cluster had moved to Luzerne in 3059 prior to launching operations against Clan Ghost Bear. Here it was assaulted during Operation Bulldog by the 208th ComStar Division and the 3rd Davion Guards RCT. [1]

Technically a second-line Cluster, the Elite Fourth was considered one of the best of all the Jaguars PGC, able to fight and often win, against a wide array of front-line forces.
