Pirates often operate in the Periphery or space regions where central authority cannot police the worlds effectively. [1]

Hierarchy
They have no common rank structure. Leadership is often held by those with the most influence or brutality. Fighting within the group erupts when the leader is weak and others see this as an opportunity.
Low Level
Includes scouts, mechanics, gang members, and even some slaves they operate on the lower end of the organization. They know little but also have their kind of freedom.
Medium Level
As slightly higher-up persons, they know how their group works. Often they have their own ambitious goals and will eliminate every obstacle to reach them.
High Level
Business with these leaders is dangerous. The have nothing to lose and will sell their services to the highest bidder.
