Rosemary Veddar was a Lyran Commonwealth citizen that was trained by Loki.
She joined ComStar in order to infiltrate the organization and know its secrets. She was able to remain undetected for three years. Her discovery, known inside ComStar as the Veddar Affair, led Primus Raymond Karpov to increasing ROM's almost all-pervasive powers to allow it to test current and potential members of the Order to prevent any further Great House spies.[1]
