A VTOL Chin Turret is a small turret mounted underneath the nose of a VTOL. Used like a standard vehicle turret the only restriction on the VTOL chin turret is that it cannot fire at enemy units that are higher than the VTOL using it. (The VTOL would essentially have to shoot through its own cockpit or nose assembly to hit a target higher than the VTOL.)[1]
