Colin Nissenbaum was the commanding officer of the Twenty-third Arcturan Guards Armor Brigade as of 3067.[2]

Colonel Nissenbaum, commanding the Twenty-third Arcturan Guards' 700th Arcturan Combat Auxiliary, was stationed on A Place in 3062.[1] Following the Federated Commonwealth Civil War, Nissenbaum was given command of the entire Twenty-third Guards Armor Brigade and was stationed on Graus by 3067.[2]
