Hauptmann General Frances Bissell was an Area Commander during Operation REVIVAL.[1]

When the 17th Skye Rangers defending Barcelona from Clan Jade Falcon in March 3050 asked for JumpShips to begin evacuating their forces, Area Commander Frances Bissell denied their request. Bissell's actions were later claimed by Federation of Skye separatists to be an act of sabotaging a unit with loyalty to the Skye people.[1]
