Star Colonel Thomas Svan was the commander of the Fourth Freemen Cluster from at least 3145 to 3152.[1][2]

A freeborn Rasalhaguian, Svan was based on Spittal as of 3145, together with the Fourth Freemen Cluster.[1]
In 3151, during the Rasalhague Dominion's vote whether or not to join the ilClan, Svan was a Joiner based on the possible opportunities for personal advancement he perceived as arising from the Third Star League. Spittal as a whole was majority Denier however, and voted against the League, resulting in some protests after the Dominion-wide results favored the ilClan. Sven used these protests as a pretext to declare martial law, and by November 3151 had gather a corrupt group of civilians to help him rule Spittal, but Sven's harsh and incompetent governance inspired a revolt lead by retired warriors and sibko cadets. The poor state Sven had allowed his Cluster to fall into made this conflict far more even than would have otherwise have been expected, with the rebels taking the upper hand by February 3152, after they had ambushed and destroyed one of Sven's Binaries.[2]
