Major General Gould Watts was the commander of the Star League Defense Force's 196th BattleMech Division sometime prior to 2764.[1]

Watts led the 196th BattleMech Division against a slaving post on Viroflay, during a tour with the Twentieth Army, destroying the pirates' base on an otherwise barren continent on that Rim Worlds Republic world.
Declaring "I have freed the slaves", Watts became a brief media sensation following the victory and its successful avoidance of civilian casualties, and earned the 196th BattleMech Division the official appellation The Gettysburg Division.[1]
