Mears Coblitz was an officer in the Hegemony Armed Forces during the early years of the Terran Hegemony, and rose to the rank of Field Marshal. Appointed to the position of Commanding General, Coblitz was responsible for efforts to modernize the HAF; one of Coblitz' notable achievements was the conception of the Reaper self-propelled artillery piece, a modern artillery system for the time which replaced an assortment of older, static artillery systems as Coblitz reversed the years of neglect the Artillery Corps had suffered under the Terran Alliance.[1]

It's highly likely that Coblitz was an officer in the Alliance Global Militia prior to the formation of the Terran Hegemony, given that the Hegemony was founded in 2315[2][3] and the Reaper was introduced into service in 2321, just six years later.[1] Given the time period, it's possible that Coblitz was the first HAF Commanding General.
