Olav Haraldssen was a native of Verthandi. He was First Councilman of the Council of Academicians, and served as Verthandi's civilian leader. In this capacity, he was little more than a puppet of the Kuritan military governor, Masayoshi Nagumo.[2]

His proposal of offering an amnesty to the rebels was not only rejected out of hand by Governor-General Nagumo, it caused the Combine official to fly into a screaming rage.[2]
The interrogation of captured rebel leader Carlotta Helgameyer implicated Haraldssen as one of a number of people in the city of Regis that were covertly assisting the rebel cause.[1] Acting on her information, Governor Nagumo arrested 117 Verthandians and had them summarily executed.
