Reginald Starling, born Sven Newmark, was one of Ryan Steiner's chief aides during Ryan's tenure as leader of the Isle of Skye region. Newmark was one of two aides of Ryan Steiner's who could link Katherine Steiner-Davion to the murder of her mother, Melissa Steiner-Davion.
After Melissa's assasination, Starling fled Katherine's Loki agents and settled in the Arc-Royal Defense Cordon with the help of some of Victor Steiner-Davion's intelligence agents. They created for him the identity of Reginald Starling to help hide him from Katherine's agents. As Reginald Starling, he began to paint political paintings that implicitly showed then-Archon Princess Katherine Steiner-Davion in a negative light. Although she had thought Newmark to be dead, she ordered Loki agents after him on Arc-Royal. The agents killed him, and made it look like a suicide by slashing his wrists and planting him in a bathtub.
