Reginald Starling, born Sven Newmark, was one of Ryan Steiner's chief aides during Ryan's tenure as leader of the Isle of Skye region. Newmark was one of two aides of Ryan Steiner's who could link Katherine Steiner-Davion to the murder of her mother, Melissa Steiner-Davion, owing to Ryan's implicit role in setting up the assasination attempt.
After Melissa's assasination, Starling fled Katherine's Loki agents and settled in the Arc-Royal Defense Cordon with the help of some of Victor Steiner-Davion's intelligence agents. They created for him the identity of Reginald Starling to help hide him from Katherine's agents.
