Colonel Winnie Garcia was the commander of the Eighth Free Worlds Guards, with the Free Worlds League, from at least 3145 to 3151.[1][2]

Garcia, with the Eighth Free Worlds Guards, was based across Pencader, Timbiqui and Nockatunga as of 3145.[1]
In 3151 however Garcia and two Battalions of the Eighth Free Worlds Guards were garrisoning Bolan, when it was attacked by the Eighth Lyran Regulars in May, in what Garcia initially expected to be an objective raid. Discovering the Lyran's had sent an entire Regiment, she quickly realized they had come for conquest, and sent messages via courier to Kamenz and Tamarind for assistance. Once no aide was forthcoming however, and after losing the support of the local population due to the Lyrans bringing desperately needed water and water purification equipment, by June Garcia had elected to abandon Bolan to save the rest of her command. Fleeing to Kamenz where her Second Battalion was stationed, Garcia reunited and refit her command for a short period, before deploying her Third Battalion to Zdice in anticipation of further Lyran attacks.[2]
