Col McGruer was the commanding officer of the Third Legionnaires Infantry Regiment (Provisional) of the Third Free Worlds Legionnaires as of 3059.[1]

Lieutenant Colonel McGruer, serving with the Third Free Worlds Legionnaires' Infantry Regiment, was stationed on Kyrkbacken in 3059. After the troubles the unit had had with secessionists on Zion in 3057, he was tasked alongside Colonel Simone McNulty with restoring the unit's flagging morale.[1] When the infantry regiment was analyzed in 3067, it had lost its provisional status but retained both its commander and posting on Kyrkbacken.[2]
