The Xieng Khouang Massacre occurred on Xieng Khouang in September 3148. The seeds of the massacre were sown when rumors began circulating within the world's Capellan population that ComStar, far from being helpless to restore the HPG network after the Blackout, was actively preventing the restoration of interstellar communications out of anti-Capellan prejudice. Angry locals stormed the HPG station in Phonsavan and killed thirty-eight ComStar personnel and dependents before order could be restored.[1]
Afterwards the remaining ComStar staff were taken into "protective custody" by Capellan authorities. In November a ComStar representative arrived and after some stonewalling by a Maskirovka agent was able to ascertain the truth of what had happened. While the release of the detainees was considered probable ComStar had little leverage with which to exact justice from the Capellan government.[2]
