Allyce Avellar was a 28th century ruler of the Outworlds Alliance.
Naive in the extreme, Allyce took over the leadership of the Outworlds Alliance at the height of the New Vandenberg Crisis and ruled through the early years of the Amaris Civil War. She is generally credited for keeping the Alliance out of the conflict due to her policy of neutrality.
Ironically, this policy stemmed from the fact that having met Aleksandr Kerensky, Stefan Amaris and Richard Cameron, Allyce had taken a liking to all three and could not believe that Amaris would kill Cameron or that Kerensky would respond by going to war.
In 2772 Allyce's brother Simpson staged a palace coup and placed her under house arrest. However, the evident benefits of her foreign policy (whatever the reason for it) had left Allyce with considerable support and eventually a compromise was reached whereby Allyce's son David became President.
