Lucien Davion was the founder and first head of state of the Federated Suns. Lucien was well-known for his diplomatic skills, which he put to work in becoming the Prime Minister of New Avalon, then uniting several worlds close to his New Avalon in the Crucis Pact (a mutual defense and trade agreement). He was not, however, a military man.
