Leftenant General Kelly, serving with the Kilbourne DMM, was stationed on Kilbourne in 3050 and remained there by 3062.[1][2] A former member of the Davion Assault Guards for more than a decade, Kelly was removed from that prestigious unit for attempting to manipulate the political situation on Frazer. Kelly decided to treat her exile with stoicism and set about turning the Kilbourne PDZ into her own fiefdom, overruling both planetary rulers and PDZ commander Marshal Lisa Talrude. This influence allowed Kelly to undermine AFFC investigations into the rise of regional pirate raids while simultaneously preparing to take advantage of the Federated Commonwealth's declining political stability.[2]
