Milko Pochtarev was the commanding officer of the First Bell Training Battalion as of 3061.[1]

Leftenant Colonel Pochtarev, serving with the First Bell Training Battalion, was stationed on Axton in 3062. Pochtarev was appointed to command of the First Bell by Field Marshal George Hasek after the death of its previous commander in 3061. Discipline in the battalion had lapsed severely, leading to many of its recent graduates being dismissed from military service or transferred away from BattleMechs operations. Immediately after taking command, Pochtarev dismissed a third of the battalion and was expected to graduate his first class soon after the end of 3062.[1]
