Governor Millano Rivkin was the Planetary Governor of Shensi, for the Republic of the Sphere, from at least 3130 to 3134.[1][2][3]
History[edit]
In November 3134, Erik Sandoval-Groell of the Swordsworn was on Shensi, in the hopes of gaining the worlds support against Capellan Confederation. Governor Rivkin was interested in Sandoval-Groell's offers, but was opposed by Legate Marjori Tarr, who believed the Capellan were not intending to attacking Shensi and would be willing to enter into a nonaggression pact. While this was a serious disagreement, in the context of the government by consensus practiced on Shensi, this stalemate was merely passed into the planetary Parliament without causing conflict between the Legate and Governor.[3]
Legate Tarr was however convinced to sign an agreement with Sandoval-Groell, which Governor Rivkin also endorsed, due to an apparently Capellan attack on Shensi. Unknown to Legate Tarr, this attack was actually a false flag operation, arranged by Duke Aaron Sandoval.[4]
