The Mother Doctrine was Terran Hegemony government policy.

Brief History of Mother Doctrine

During the reign of Terran Hegemony Director General Director-General Margaret Cameron, the nation had made great strides in civilian and military advance technology.

However, Lady Margaret, feeling her nation future were at stake should her nation's technology be leaked to her interstellar neighbors, so she bar any technology trades.

However, tensions for trade had grown too great by late 2370s. Despite her personal feelings, that technology should remain with Terra, which make it beacon of knowledge for humanity. She decided to do compromise in order relief tensions from other nations and her military and research establishment.

She enacted the Mother Doctrine in 2380, where it would restrict technologies listed as sanative and secret from being exported to interstellar powers.[1]
