Todd was the commanding officer of the Twelfth Garrison Cluster of Clan Nova Cat's Chi Provisional Galaxy in 3062.[1]

Star Colonel Todd, serving with the Twelfth Garrison Cluster, was stationed on Asgard in 3062. Todd was embarrassed by his defeat and the loss of the world Sawyer during Operation BULLDOG to the Third Night Stalkers in a simulator battle. A member of the Bavros Bloodhouse, rumors stated that no one was willing to sponsor Todd for a Bloodname and that his only way to earn one would have to be through victory in a Grand Melee.[1]
