Elias Biggs was an officer within the Naval branch of the Armed Forces of the Federated Suns. Following the peace agreement reached between the Federated Suns and Taurian Concordat brokered by the Calderon Protectorate that ended the war between the Federated Suns and the Concordat in 3081, it was agreed that the Taurian Quixote-class WarShip TCS Vendetta would be transferred to the Protectorate, to be manned by a crew drawn from all three nations. At the time, Biggs—then Rear Admiral—was chosen to be the first Captain of the Vendetta, and on the 19th of April 3081 he formally accepted command of the Vendetta from the Captain of the caretaker crew, Commodore David Percy of the Taurian Navy.[2]

By 3085, Biggs was promoted to vice admiral and given command of the First Ceti Hussars on New Hessen.[1]
