Franco Reynolds was the planetary governor of Hall during the Jihad. When allied coalition forces landed on Hall in November 3077 as a part of Operation SCOUR Reynolds was faced with an impending military campaign that would certainly result in bloodshed, and a war-weary population that had suffered through years of being a part of the Chaos March.
