Overview
The Fraternal Order of the Pale Rider was formed sometime after 3113 by SIAMS students opposed to the policies of Chancellor Daoshen Liao. Though the creation of the "organization" increased the amount of Maskirovka presence at the school to a very high level and despite Maskirovka's best efforts, the secret society's influence began to expand beyond the Academy spreading to several regiments by SIAMS alumni and well entrenched in the St. Ives Academy of Martial Sciences Training Group in 3145.[1]

This secret club was formed as a response to perceived excesses of Daoshen Liao.[1]
