Clarissa Indrahar was leading ISF after the Shadow Wars between ISF operatives after the fall of Roweena Kurita.
Shinjiro Kurita, the new Coordinator was settle the distrust within the ISF with the signed of the Davarapala Accords in 2921. Those accords include that the ISF were part of the High command and were once more independent.[1] This treaty made the ISF Director a member of the Coordinator's Council of Five.[2]
