Ottar Sjovold was the Governor of the Rasalhague Military District in 3019.

By mid-3019, Coordinator Takashi Kurita, eager for his son Theodore Kurita to be married and produce heirs, arranged a political marriage to Anastasi Sjovold, daughter of Jarl Ottar Sjovold, the governor of the Rasalhague Military District. The wedding was to take place on Rasalhague, not on Luthien.[1]
On 22 September 3019, while Coordinator Takashi Kurita was inbound to Rasalhague aboard Tai-sho Ivan Sorenson's Leopard-class DropShip Startreader, it was discovered that the vessel had been sabotaged by a sleeper agent and rigged to explode just above the starport's command center to cause maximum damage.[1]
A message from Warlord Marcus Kurita called Theodore Kurita and Duke Hassid Ricol to the starport's command center as the DropShip approached. They were confused when the Warlord was not actually present there to meet them. Instead Jarl Ottar Sjovold appeared and managed to extract Theodore and Ricol with an implausible explanation just before the ship crashed, causing widespread death and destruction at the command center. Sjovold bragged that he had saved Theodore from Warlord Marcus Kurita's double-cross to ingratiate himself with his prospective son-in-law and future Coordinator, incidentally admitting his complicity in the assassination attempt. When Theodore rebuffed Sjovold, Ricol assaulted and kills the Jarl, claiming that Sjovold had tried to stab Theodore with a blade lying near Sjovold's body.[1]
