Otto McIntyre was the commanding officer of the Carlisle Alarion Province Militia as of 3054.[2]

Leftenant General McIntyre, serving with the Carlisle Donegal March Militia, was stationed on Carlisle in 3054.[2] By 3062, now-Colonel McIntyre continued to command the renamed Carlisle Alarion Province Militia and was still stationeed on Carlisle. McIntyre was a staunch patriot of the Lyran Alliance and had no compunctions when it came to suppressing protests against Archon Katherine Steiner-Davion's rule. McIntyre also disciplined several members of the Carlisle militia for questioning the Archon, which he considered to be borderline treason. However, this stance was not effective, as McIntyre's troops firmly believed there was a major distinction between criticism and sedition - McIntyre's actions only served to drive his men's critiques underground.[1]
During the Federated Commonwealth Civil War, McIntyre and the Carlisle APM fought with the Eleventh Arcturan Guards battlegroup throughout the conflict, but the damage the APM sustained prevented them from fighting in Tharkad's defense at the war's end.[3] By 3067, McIntyre remained in command of the Carlisle APM and was once more stationed on Carlisle.[4]
