Samuels was one of many who rejected Theodore Kurita's reforms, believing that stripping Draconis Combine garrisons along the Federated Commonwealth border to defend against the Clans was an invitation for Davion aggression. The Internal Security Force confirmed his loyalty to the Combine, if not to Theodore Kurita, and allowed him to dissent as long as it did not spread.[1]
BattleMech[edit]
Rokuro Samuels piloted a Jenner which he treated like a heavier 'Mech, challenging bigger enemies.[1]
